Colorado Visible Emissions / Opacity Standard

The opacity limit for Colorado is 20% opacity (general statewide standard; applies to all areas), as established under 5 CCR 1001-3 (AQCC Reg. No. 1), Sec. II.A.1; exceptions II.A.2-6.

Compliance is demonstrated via EPA Method 9 (40 CFR 60, Appendix A, July 1992 version referenced in regulation).

Averaging period: 6-min (24 readings at 15-sec intervals), Method 9. Note: Sec. III.D fugitive-dust 20% guideline is explicitly NON-enforceable per III.D.1.e.(iii)

Regulation No. 1 Section II.A states no person shall emit any air pollutant in excess of 20% opacity. The regulation specifically defines 'Intermittent Sources' by reference to EPA Method 9 observation requirements.
