Connecticut Visible Emissions / Opacity Standard
The opacity limit for Connecticut is 20% opacity (6-min block avg) OR 40% opacity (1-min block avg); excepted SSM periods capped at 60% per (j)(1)(C), as established under RCSA Sec. 22a-174-18(b)(1)(A)-(B) (visual) and (b)(2)(A)-(B) (COMS).
Compliance is demonstrated via EPA Reference Method 9 (40 CFR 60, Appendix A); or opacity CEM equipment.
Averaging period: 20% per 6-minute block average; OR 40% per 1-minute block average; both standards must be met
Connecticut uses a dual-standard: 20% over 6-minute block average AND 40% over 1-minute block average. Sources with opacity CEM equipment use the same thresholds. Most recently amended August 3, 2018; EPA-approved into SIP.
