Florida Visible Emissions / Opacity Standard
The opacity limit for Florida is 20% opacity general VE standard (where no other limit applies); category rules override (e.g., 62-296.405 fossil steam >=250 MMBtu/hr: 20% w/ 27%/6-min or 40%/2-min options), as established under Fla. Admin. Code R. 62-296.320(4)(b)1.; alternative via permitting per (4)(b)2..
Compliance is demonstrated via EPA Method 9 (40 CFR Part 60, Appendix A-4), incorporated by reference at Rule 62-204.800, F.A.C..
Averaging period: EPA Method 9: 60-min observation period for sources with multiple-valued opacity standards; 30-min observation period for single-valued standards
Rule 62-296.320(4)(b)1 sets the general 20% opacity standard. Sources may petition for a higher alternative limit if compliance tests show they cannot meet 20% while meeting the applicable PM standard. Presence of uncombined water is not a violation.
