Indiana Visible Emissions / Opacity Standard

The opacity limit for Indiana is 40% opacity (general/attainment areas); 30% opacity (designated nonattainment areas); 20% opacity (Lake County only), as established under 326 IAC 5-1-2.

Compliance is demonstrated via EPA Method 9 (40 CFR 60, Appendix A).

Averaging period: 6-min avg; up to 60% for cumulative 15 min in any 6-hr period

Indiana general standard is 40% opacity (not 25%). The 25% figure in the prior draft was a single-facility exception for Richmond Power & Light Coal Boilers No. 1 and 2, mistakenly applied as the general standard. 30% applies in designated nonattainment areas; the more stringent 20% applies specifically in Lake County.
