Kansas Visible Emissions / Opacity Standard

The opacity limit for Kansas is 20% opacity (new sources/post-1971); 40% opacity (pre-1971 existing sources not relocated); 20% in Wyandotte County for all sources, as established under K.A.R. 28-19-650.

Compliance is demonstrated via EPA Method 9 (40 CFR Part 60, Appendix A); K.A.R. 28-19-720 or other department-approved method.

Averaging period: 6-minute average (per EPA Method 9)

Kansas distinguishes between pre-1971 and post-1971 sources. Wyandotte County (Kansas City area) has a uniform 20% standard regardless of source age. Water vapor exceedances not considered violations.
