Louisiana Visible Emissions / Opacity Standard
The opacity limit for Louisiana is 20% average opacity across combustion, non-combustion particulate, and flare provisions; one 6-min period above 20% per 60 consecutive min allowed; flare upset allowance 6 total hrs per 10 consecutive days; sector rules differ (e.g., kraft recovery furnaces 40%), as established under LAC 33:III.1101.B (combustion units); LAC 33:III.1311.C (particulate, other sources); LAC 33:III.1105.A (flares).
Compliance is demonstrated via EPA Method 9 and Method 22 (incorporated by reference at LAC 33:III Chapter 15, Table 4).
Averaging period: 6-minute average per Method 9 in permit conditions; flaring exception up to 6 combined hours in 10 days
Louisiana's general visible emissions standard of 20% is applied through permit conditions and the general smoke control regulations. Section 1105 specifically addresses flaring. Method 9 and Method 22 are adopted as the standard compliance measurement methods.
