Nebraska Visible Emissions / Opacity Standard
The opacity limit for Nebraska is No general statewide stationary-source opacity rule; opacity limits applied through construction/operating permit conditions (typically 20%, Method 9) and federal NSPS; diesel motor vehicles 20%/Ringelmann 1 for 10+ consecutive seconds by statute, as established under No standalone statewide stationary VE rule in Title 129 (former SIP Rule 20 visible-emissions language deleted); limits set via permits; diesel vehicles: Neb. Rev. Stat. 60-6,363 to 60-6,367 (Ringelmann 1 / 20%, 10-sec).
Compliance is demonstrated via EPA Method 9 (defined as Method 9 in Title 129, Ch. 1 definitions); Method 22 for fugitive emissions.
Averaging period: 6-minute average (per permit conditions and NSPS)
Nebraska does not have a standalone statewide general visible emissions regulation for stationary sources comparable to most other states. Opacity limits are established through individual construction and operating permits. The SIP-listed chapters cover permitting, compliance, incinerators, NSPS, and SO2/NOx — not a general visible emissions chapter. EPA Method 9 is formally defined in Nebraska's Title 129.
