New Jersey Visible Emissions / Opacity Standard

The opacity limit for New Jersey is No smoke darker than Ringelmann No. 1 / greater than 20% opacity (exclusive of condensed water vapor); brief exceptions to Ringelmann 2 for up to 3 consecutive minutes (e.g., new fire), as established under N.J.A.C. 7:27-3.2 (indirect heat exchangers); 7:27-3.5 (stationary IC engines/turbines); smoke framework throughout Subchapter 3.

Compliance is demonstrated via N.J.A.C. 7:27B Subchapter 2 – Visual Determination of Opacity (Ringelmann/percent opacity); EPA Method 9 principles.

Averaging period: Exception: <20% smoke allowed if visible no longer than 3 minutes in any consecutive 30-minute period

New Jersey's visible emissions rules are structured differently from most states. N.J.A.C. 7:27-3 covers smoke from combustion. Separate rules apply to process industry particulate (7:27-4, -5, -6) and other source categories. NJ has its own visual determination procedures in 7:27B Subchapter 2 (Ringelmann/percent opacity). Method 9 certification follows similar protocols.
