Ohio Visible Emissions / Opacity Standard

The opacity limit for Ohio is 20% opacity (6-min avg) stack standard; may exceed 20% for <=6 consecutive min per 60 min but never >60% (6-min avg); fugitive dust 20% (3-min avg), as established under OAC 3745-17-07(A)(1)(a)-(b) (stack); fugitive dust at (B)(1).

Compliance is demonstrated via USEPA Method 9 or continuous opacity monitoring (COMS); 15-second interval readings for most applications.

Averaging period: 6-minute average; non-exempted opacity >20% must be <1.10% of 6-minute averages per calendar quarter (COMS compliance)

Ohio's rule is notable for its tiered COMS compliance standard: a source is in compliance if nonexempt 6-min averages exceeding 20% are less than 1.10% of total 6-min averages in a calendar quarter, and no nonexempt 6-min average exceeds 60%. Rule also covers coke oven batteries, electric arc furnaces, and fugitive dust from roadways and parking areas separately.
